Open Enrollment
The Board permits any student from any adjacent district in the state to apply and enroll in the District schools free of any tuition obligation, provided that all procedures as outlined in the administrative regulations are met.
Application Procedures
Applications will be accepted from March 1st through April 30th each year. All completed open enrollment applications must be received by April 30th. All applicants shall be notified of acceptance or denial by May 31st. All Kindergarten applications are denied with an option to wait until August.
Applications that are missing information or contain false information will not be considered complete enrollment applications.
District Capacity Limits
Capacity Limits by Grade Level/Education Program:
Grades Kindergarten through Second: 22 students/class
Grades Third through Twelve: 25 students/class
Intervention Specialist Caseload: 14 students/caseload
All native students wishing to be enrolled in the District will be enrolled. Any other district students previously enrolled in the District who qualify for open enrollment will receive preference over first-time applicants.
The District shall monitor its enrollment of students to ensure that an appropriate racial balance is maintained in the District’s schools and may object to the enrollment of a native student in another district in order to maintain an appropriate racial balance.
Admission Criteria
Except as provided in O.R.C. §3313.982, the District shall not deny admission to an open-enrollment applicant based on the following:
Any requirement of academic ability, or any level of athletic, artistic, or other extracurricular skills;
Limitations on admitting applicants because of disability, except that the Board may refuse to admit a student receiving services under Chapter 3323 of the Ohio Revised Code if the services described in the student’s IEP are not available in the District
A requirement that the student be proficient in the English language;
Rejection of any applicant because the student has been subject to disciplinary proceedings, except that if an applicant has been suspended or expelled by the student’s district for 10 consecutive days or more in the term for which admission is sought or in the term immediately preceding the term for which admission is sought, the Board may deny admission of such applicant.
The District may deny open enrollment to students who:
Is a sex offender or child victim offender, as those terms are defined in O.R.C. §2950.01
Pursuant to a lawfully issued civil protection or other restraining order, is prohibited from coming into a District building or having contact with another District student or staff member.
Was absent 100 or more hours in the prior or current school year.
Submitted an application that included an intentional misstatement of material fact.
Previously gained admission into the District because of an intentional misstatement of fact material to be eligible for enrollment.
The District shall provide information about this policy, including the application procedures and deadlines, upon request, to the board of education of any other school district or to the parent of any student residing in an adjacent district.
The Board shall accept all credits toward graduation earned in other district schools by another district student or by a native student.

Open Enrollment Timeline
March - Applications are sent to current Open Enrollment students with a return deadline of the end of March
April - New applications are sent out to interested families with a return deadline at the end of April. Notifications sent to current students of acceptance or denial.
May - Notifications sent out to new applicants of acceptance or denial. All Kindergarten (with exception of a West Jefferson's teacher student) applications are denied with an option to wait until August so we can see the number of our District Kindergartner's that have been enrolled.
